But the official said Chad’s threat to terminate the SOFA agreement blindsided US officials. The intensifying military cooperation between Russia and Niger is central to the dispute between the US and the Nigerien junta, officials said. Russia and Niger agreed to strengthen their military ties in January, Russia’s Defense Ministry said at the time. If the US were forced to withdraw, counterterrorism efforts across the region could take a hit, officials said. In return, Russia is profiting off the region’s natural resources, another official said, including the gold mines in Niger. Several European countries shared this goal, offering a measure of support to the junta, the official noted.

US wants to reopen embassy in Libya

CNN —The United States wants to reopen an embassy in Libya - a decade after suspending operations there – as Russia maintains an influential foothold in the country. A State Department official said Monday that the US is in “active negotiations for an interim facility that would provide appropriate security and staffing support” in the capital city of Tripoli. The move to reopen a US diplomatic compound in Libya comes as Moscow holds significant influence in the country. Ambassador J. Christopher Stevens and three other Americans were killed in that attack. The US continues to advise citizens not to travel to Libya “due to crime, terrorism, civil unrest, kidnapping, and armed conflict.”CNN’s Haley Britzky contributed reporting.

CNN —The two US Navy SEALs who went missing off the coast of Somalia on January 11 are dead, US Central Command said after searching for them for 10 days. “We regret to announce that after a 10-day exhaustive search, our two missing U.S. Navy SEALs have not been located and their status has been changed to deceased,” Central Command said in a statement Sunday. Our prayers are with the SEALs’ families, friends, the U.S. Navy, and the entire Special Operations community during this time,” said Gen. Michael Erik Kurilla, US CENTCOM commander. “We mourn the loss of our two brave Navy SEALs, and our hearts are with their families,” Defense Secretary Lloyd Austin said in a statement Sunday. In addition to training Somali forces, the US has also coordinated with the Somali government to carry out strikes against al-Shabaab.

CNN —Six civilians and three security force members were killed in a late-night attack by militant fighters on a beachside hotel in the Somalian capital Mogadishu, state media report. US troops are deploying to positions near Sudan amid a worsening situation there. Forces are being deployed for possibly 'securing and potentially facilitating the departure of US Embassy personnel,' the Pentagon said. Intense fighting in Sudan has left hundreds dead and thousands more injured. The New York Times reported that American troops are being deployed to nearby Djibouti, where the US has a military installation. Sudan has been gripped by violence since Saturday when fighting broke out between Sudan's national army and a rival paramilitary group.
CNN —The situation on the ground in Sudan on Wednesday remained too volatile to get diplomatic staff from the US Embassy in Khartoum out of the country, a top State Department official told congressional staffers. Another US official told CNN that State Department officials are in contact with Pentagon officials in Djibouti where the US has military assets to determine the best evacuation operation. Officials told staffers Wednesday that there are an estimated 16,000 American citizens in Sudan, most of whom are dual nationals, and roughly 500 had contacted the US Embassy since the outbreak of fighting. “Within Sudan, the Department of Defense’s mission is primarily focused on providing security at the US Embassy. While operational security prevents us from going into detail, the Department of Defense, through the Marine Corps Embassy Security Group, provides ongoing security for diplomatic facilities worldwide,” he said.
Russian aircraft, some operated by mercenaries, are also being used in fighting around the city. Yet the Russian Air Force is still conducting airstrikes with limited success, including around Bakhmut. Russian aircraft "are bombing in Bakhmut, particularly at night so that they can avoid most types of MANPADS. A retired Russian air force general named Kanamat Botashev may have been one of them. US forces carried out a raid in northern Somalia this week and took out a top ISIS money man. Before the operation, troops ran practice runs on a recreation of the mountainous target area. It's a similar technique to the one used before the 2011 raid that brought down Osama bin Laden. US forces used the mock-up to practice what their ground movements and helicopter approaches would look like during the actual raid. Wednesday's raid in Somalia comes as the US and partner forces continue to track down ISIS fighters in Syria.
CNN —An 83-year-old American nun from Louisiana who was held hostage by terrorists in Burkina Faso for almost five months was released on Monday. Sister Suellen Tennyson was released from the custody of terrorists to Nigeriens (Niger borders Burkina Faso) then turned over to US officials, a US official with knowledge of the situation said. US Africa Command personnel “facilitated the safe turnover,” of the American citizen from the terrorists, Lt. Cmdr. Timothy Pietrack, US Africa Command spokesperson told CNN in a statement. US Africa Command worked with “African and international partners” in order to secure Tennyson’s release, Pietrack said in the statement.
